Carlton Thorne

Carlton is an associate in the Municipal, Planning & Environmental Law Group. His practice encompasses all of the following areas of law: municipal, land use planning, environmental, property tax assessment, civil litigation and municipal liability, expropriations and other proceedings under the Building Code Act.

Carlton has represented public and private sector clients before various courts, boards and tribunals including the Ontario Court of Appeal, the Ontario Superior Court of Justice, Provincial Offences Court, the Ontario Municipal Board, the Assessment Review Board, Committee of Adjustment, and before Councils of various municipalities. He is also the co-author of Canadian Forms & Precedents – Land Development, published by LexisNexis Butterworths.

Some of Carlton’s experience includes:

  • Successfully representing Xentel DM Incorporated’s right to rent a municipal recreation complex to stage performances of the Shrine Circus
  • Succesfully representing various municipalities in litigation matters
  • Successfully representing clients in minor variance applications
  • Successfully representing mining companies with respect to the provision of employee housing
  • Advising various mining companies and developers on planning approval matters
  • Acting for the University of Toronto in all matters of municipal, planning and environmental law, including the hosting of the 2015 PanAm Games

Prior to joining Cassels Brock, Carlton completed his articles and worked as legal counsel for a large municipality. He has also served as a consultant to the United Nations’ Office for the Coordination of Humanitarian Affairs in Jerusalem.

Carlton’s volunteer activities include being a tutorial instructor for Osgoode Hall Law School’s “Legal Process” course and judging several preliminary rounds of the Niagara International Moot Court Competition.
