Health Canada estimates that up to one in eight Canadian coules experiences infertility. Addressing this issue not raises medical challenges, but complex legal and ethical issues as well. In Canada, the 1993 Report of the Royal Commission on the New Reproductive Technologies recommended the establishment of a body to address these issues. After many years of debate, the new Assisted Human Reproduction Act was enacted.
