Municipal e-LERT: Proposed Amendment 1 (2010) to the Growth Plan for the Greater Golden Horseshoe, 2006

Published: 11/04/2010

By Brent Duguid, Signe Leisk, Carlton Thorne, Melissa Winch

The McGuinty Government released the long-awaited Proposed Amendment 1 to the Growth Plan for the Greater Golden Horseshoe (“Proposed Amendment”) on October 28, 2010 which applies specifically to the Simcoe Sub-area.

The Proposed Amendment had been stalled for many months as Ministry of Infrastructure staff consulted with industry stakeholders to elicit feedback on the June 2009 discussion paper, Simcoe Area: A Strategic Vision for Growth. The Proposed Amendment focuses on four primary areas for ensuring sustainable long-term growth in the Simcoe Sub-area by:

  • Identifying six urban nodes (Alliston, Barrie, Bradford, Collingwood, Midland together with Penetanguishene, and Orillia) where growth and intensification can be concentrated;

  • Allocating population and employment growth for all communities in the Simcoe area to support these nodes and direct growth to where it can best be accommodated;

  • Requiring that communities assess the land they need to meet their forecasted growth by 2031, and manage the supply of land available for development; and

  • Identifying focussed, strategic industrial employment areas along Highway 400 (Innisfil Heights and Bradford West Gwillimbury) to support job creation, manufacturing and industrial activities and economic employment districts (Lake Simcoe Regional Airport and Rama Road) that can support significant local employment.

The consultation period for the Proposed Amendment runs until January 31, 2011.
